  1. Who is eligible for nomination?
    All individuals and team members who are employees of departments or central agencies of the Government of Newfoundland and Labrador are eligible to be nominated.

  2. Who can make a nomination?
    Any employee of a department or central agency of the Government of Newfoundland and Labrador or an individual external to the provincial public service may nominate. The nominator may be from within or outside of the department or central agency of the nominee. All nominations by a person external to the public service must be seconded by a current member of the provincial public service.

  3. Can I nominate myself or my team?
    The Public Service Award of Excellence is a peer-nominated, not a self-nominated, Award. For a team nomination, the nominator should not be a member of the team.

  4. What is a team?
    For the purposes of the Public Service Award of Excellence a team is defined as a core group of employees closely associated in a given work activity or project. Core team members are those who are central to the activity or project being nominated, differentiated from other employees who are loosely associated with it.

  5. Is there an electronic format for the nomination form?
    The nomination form is available in fillable pdf format here. We prefer email submissions and can accept digital signatures on the forms. A checklist on the nomination form lists each item to be included.

  6. Is there a time limit for nominating an achievement?
    There is no specific time period on the achievement. Generally, you should nominate someone for a recent achievement, but there is no restriction on achievements occurring in the last year. A nomination might be for a lifetime achievement or work that the nominee has achieved over a period of years.

  7. Are seasonal, temporary or contractual employees eligible for the award?
    Yes these employees can be nominated and can nominate another employee or team.

  8. How many times can an employee be nominated in the same year?
    There are no restrictions. Because of the nature of the nomination process there may be more than one nomination for some of the nominees. This will not affect the selection process, as the committee makes recommendations on the basis of the nature of the achievement, not the number of nominations.

  9. Can a nominator submit more than one nomination?
    Yes. A person can submit as many nominations as he or she wishes.

  10. Can I nominate someone who is on leave, recently retired or deceased?
    Yes, if they have been on staff for at least one day in the current or previous calendar year. Please clearly indicate the status of the nominee (retired, on leave or deceased) on the nomination form.

  11. Can I nominate an employee for volunteer or other non-job-related work?
    No, volunteer and other non-job related work by employees is not eligible for the Public Service Award of Excellence.

    The Nomination Guidelines can be found here. Guidelines are intended to help focus your thinking when completing the nomination form. They are not all-inclusive nor are they intended as categories.

  13. What happens after the nominations close?
    The nominations are reviewed for completeness. Nominators will be contacted if a nomination is incomplete. An independent Selection Committee made up of members outside, but familiar with, the Newfoundland and Labrador public service will review the nominations and recommend recipients. The Selection Committee is appointed by the Clerk of the Executive Council. The Clerk of the Executive Council will validate and confirm the list of recipients. Recipients will be contacted in person and informed of their selection for the Award. A ceremony will be held in June to recognize recipients.

  14. If my nomination is not successful this year, can I submit it again?
    If your nominee was not selected for an award, you will be contacted by the Clerk. You may submit a new nomination for a team or individual during the next call for nominations.
