Registration – Amendment No. 3, 2014 to the St. John’s Urban Region Regional Plan

The Department of Municipal Affairs and Environment has registered the St. John’s Urban Region Regional Plan Amendment No. 3, 2014. The registered St. John’s Urban Region Regional Plan Amendment No. 3, 2014 will replace the St. John’s Urban Region Regional Plan map currently in effect.

The Department of Municipal Affairs and Environment (MAE) is responsible for regional land use plans in the province including the St. John’s Urban Region Regional Plan, 1976 (SJURRP).

The SJURRP region is defined by the St. John’s Urban Region, Regional Planning Area (CNLR 927/96) encompassing 15 municipalities and the Butterpot/Witless-Bay Environs Development Control area.

The St. John’s Urban Region, Regional Development Order (CNLR 926/96) requires development within the Region to comply with the SJURRP. Municipal Plans prepared by municipalities within the Region must conform to the SJURRP.

A public and stakeholder consultation process was undertaken in accordance with section 14 of the Urban and Rural Planning Act, 2000 (the ‘Act’), which is summarized in the What We Heard document.

Based on the response, the Draft Amendment was modified and subsequently adopted by the Minister on November 13, 2014. The Adopted St. John’s Urban Region Regional Plan Amendment, No. 3, 2014 was published on the Departmental consultation webpage. A Notice of a Public Hearing, to be chaired by a Commissioner appointed by the Minister, was published in the Telegram (November 19th & 29th) and on the Department website, as per section 18 of the Act.

The Public Hearing was held on December 4, 2014 at the Fairfield Inn & Suites, St. John’s. The Commissioner’s Report, received on December 22, 2014, provides a summary of the Public Hearing and an analysis of submissions as well as the Commissioner’s recommendation.

After consideration of the Commissioner’s Report, the Minister of Municipal and Intergovernmental Affairs approved the St. John’s Urban Region Regional Plan Amendment No. 3, 2014 on March 27, 2015, with the following amendments:

  • Provision of an “Agriculture” Regional Plan designation for land identified in the St. John’s Urban Region Agriculture Development Area Order, 2013 only; other lands considered important for agriculture purposes can be accommodated under the ‘Rural’ designation of the Regional Plan;
  • The regional plan map reflects the current regional highway network as built; and associated changes to land use designations are consistent with the City of Mount Pearl Municipal Plan.
