Newfoundland and Labrador Housing (NLHousing) is committed to addressing the housing needs of the people of Newfoundland and Labrador who are most in need and to work in partnership with community groups that can contribute to an enhanced quality of life for clients.

Provincial Home Repair Program (PHRP)*

Through NL Housing, PHRP is designed to provide funding to:

  • assist low-income homeowners who require repairs to their homes;
  • bring dwellings up to minimum fire and life safety standards, with improvements in basic heating, electrical and plumbing services;
  • provide seniors and the physically challenged who require accessibility changes to their residences the ability to carry out these renovations, which will allow them to remain in their homes for a longer period.

Home Modification Program

The Home Modification Program is designed to provide funding to assist homeowners with low-to-moderate income who require accessibility changes to their residences. These modifications can help promote independence, self-reliance, assist with a better quality of life, and enable individuals to remain in their own homes for a longer period. The program is offered through Newfoundland and Labrador Housing.

Rental Housing Program* for Low-Income Households

The Rental Housing Program helps low-income households that cannot obtain suitable and affordable rental housing on the private market. You may be able to access low-income rental housing if:

  • your total household income falls within certain income levels;
  • your present housing is adequate; however, you pay more than 30 per cent of your total household income towards rent and heat;
  • your present housing is unsuitable, you pay less than 30 per cent of your total household income for rent; however, suitable housing in your area would cost 30 per cent or more of your total household income.
  • NL Housing rent is based on net income, and tenants are only required to pay 25% of their total monthly income;
