International Registration Plan

International Registration Plan (IRP) is a reciprocity agreement among the provinces of Canada, states of the US and the District of Columbia which recognizes the registration of commercial motor vehicles issued by other jurisdictions. This does not include trailers.

Motor Carriers are required to register with one jurisdiction (province or state) which is considered their home base. Registered motor carriers receive prorated plates (PR Plates) and are able to travel through all IRP member jurisdictions in North America.

In order to join IRP, the motor carrier must have a business plan that requires travel outside their home base during the year on a regular basis. The fee is based on the portion of distance traveled in each jurisdiction according to that jurisdiction’s fee schedule. These fees are then distributed to the jurisdictions traveled. As mileage is based on the previous year of travel, the Motor Carrier will be required to pay fees for all IRP Jurisdictions the 1st year.

Commercial motor vehicles either alone or used in combination usually weighing more than 11,794 kilograms (26,000 pounds), and traveling in two or more jurisdictions are likely registered under IRP. At times motor vehicles less than the above weight has been eligible to register. Commercial motor vehicles include Passenger Motor Buses.

IRP’s fundamental principle is to promote and encourage the fullest possible use of the highway system.
