Learner’s Permit

To get a Newfoundland and Labrador driver’s licence you must complete the Graduated Driver Licensing Program (some exceptions may apply). The program is a gradual, step-by-step licensing process to help novice (new) drivers get the knowledge and skill needed to safely operate a vehicle. Driving privileges are increased gradually during the new driver’s first two years on the road.

New drivers must be at least 16 years of age and must complete a written, vision and road test.

Written Test

Prepare for the test by reading the Road Users Guide. The test has questions about the rules of the road, safe driving practices and road sign recognition. A passing grade for the written test is 85 per cent. If you need assistance reading/writing your test please contact the office in advance to book an appointment.

Drivers can now complete their Class 5, Level I permit test online at MyGovNL.

  • Register at MyGovNL using your Motor Registration issued photo ID
  • Don’t have a photo ID? Register using your email and MCP

The Class 05 written test is available in English online. Class 05 written test are also available in French and Ukrainian at all Motor Registration Division Locations. Please book an appointment to take the test in French or Ukrainian.

Vision Test

Once you pass your learner’s permit you will need to book an appointment. You are not permitted to drive until you’ve attended this appointment. During the appointment:

  • the results of your written test will be validated
  • you will complete a vision test
  • you will have a photo taken and
  • your identification documents will be reviewed. You must present proof of age, identity and, if applicable, proof of legal presence in Canada. All documents must be originals. Photocopies are not accepted unless certified.
  • If you are under 19 years of age, you need parental or guardian consent before you are issued a learner’s permit. Parent/guardian must sign the driver application form.

You are now a Class 5, Level I Novice Driver (Class 5I) – some restrictions apply. You will receive a temporary permit at the appointment and the card will arrive by mail.

Once you have held a Class 5I novice driver licence for 12 months you are eligible to schedule a road test. If you’ve completed driver training at an approved driving school you are eligible for a road test in eight months.

Road Test

Before the end of your Class 5I novice period, make an appointment for a road test.

What to Expect

Before the road test: Pay for your road test at least 24 hours before. Delays in processing your road test receipt may result in the appointment being cancelled.

The day of the road test:

  • Arrive 15 minutes early
  • You must present:
    • Receipt showing you’ve paid for your road test;
    • Valid Class 5I driver’s licence (permit);
    • Valid insurance policy and
    • Valid vehicle registration for the vehicle you are using during the road test.
  • You will be provided with safety information that must be followed at the time of the test (ex. social distance requirements, mask protocol, vehicle sanitization, etc).
  • Your vehicle will be checked for mechanical fitness.
  • You must complete a parking test.
  • You must complete the on-road test as per the Driver Examiner’s instructions.
