IM Program Development and Support

IM Advisory Services plays a vital role in the Government of Newfoundland Labrador’s overall IM Program development. It currently supports departments and supported public bodies which fall under the Management of Information Act, some 175 entities in all. It provides consistent guidance and support on IM best practices for the development and maintenance of IM programs and records management systems.

Through OCIO’s IM Advisory Services Program, departments are offered support in building and improving their IM capacity using the Guide to IM for Public Bodies, which is based on OCIO’s Information Management Capacity Assessment Tool (IMCAT) findings. It is the primary tool used by the IM Advisory Services program of the OCIO in delivering services to clients to assist departments and supported public bodies in establishing and maturing their IM programs.

The Guide consists of individual guidelines in three areas:

  • Core IM Foundation
  • IM Program Components
  • IM Tools

The Information Management Program Plan is a key element from the foundation section of the guide. IM Program Plan outlines how IM works in a department. It is a plan for how IM services are created, delivered and managed. The plan is a valuable reference point; defines IM services; tracks and manages services/priorities; demonstrates compliance and is a basis for future planning. The IM Program Plan will serve to drive the design, implementation, operation and management of an effective IM Program.

Specific IM Program Services Include:

  • Advice on IM policies, procedures and best practices
  • Feedback on classification plans, retention schedules and one time disposals
  • Guidance on records inventory requirements
  • Governance and organizational models
  • IM Jurisdictional reviews on a specific theme, i.e. retention timeline of a specific record series
  • Guidance for data migration and conversions
  • Recommendations on appropriate scanning processes and technology
