IM Technical Competency Framework

A competency is a combination of experience, knowledge and understanding, skills and abilities that a person brings to a job. Managers can use the competencies to identify the behaviors their employees must exhibit to support organizational priorities. Employees can use the competencies to identify their own priorities for learning and development.

The IM Technical Competency Framework is based on both industry standards and on an assessment of competency needs within the Government of Newfoundland and Labrador. Competencies are broken down into four main competencies with each further sub-divided into specific areas of expertise. They include:

  • Information Management (IM) Practices
  • Risk Management Competencies
  • Information Protection (IP) and Security Competencies
  • Information Technology (IT) Competencies
  • Core Competencies

IM Competency Assessment Tool

The IM Competency Assessment Tool, developed by the Centre for Learning and Development (CLD), compliments the IM Technical Competency Framework and is to be used by government employees for choosing learning and development opportunities. The assessment tool consists of a manager assessment checklist and an employee self assessment checklist. Once complete, the manager and employee compare results and identify learning and development opportunities that support both departmental and individual priorities.
