The Job Vacancy Assessment policy within the Newfoundland and Labrador Provincial Nominee program, operates in partnership with the Workforce Development Secretariat, the Office of Immigration and Multiculturalism, and Regional Service Delivery Branch of the Department of Immigration, Population Growth & Skills to better understand labour market dynamics and tailor workforce supports to individual employer needs.

The Way Forward on Immigration in Newfoundland and Labrador provides a roadmap for collaboration on attracting and retaining international workers, and the Job Vacancy Assessment assists in the achievement of these goals, in the context of the Newfoundland and Labrador Provincial Nominee Program.

The Job Vacancy Assessment is a labour market test, designed to ensure that an employer has exhausted any available options in the local labour market for addressing workforce needs before inviting an applicant from outside the country to fill their vacancy.

Employers with temporary labour needs can hire Temporary International Workers through Service Canada’s Labour Market Impact Assessment, or if your needs meet one of the exempted areas specified by the Government of Canada.

As an employer, you may also qualify for the Global Skills Strategy exemption for workers if you are in a high-growth company.

For employers that have exhausted the local labour market and are looking for a more permanent solution, Immigration, Population Growth and Skills Job Vacancy Assessment can help. International workers brought to the province through the Job Vacancy Assessment process are then on a pathway to become permanent residents.
