***NOTICE OF CHANGES TO THE REGISTRY***

  1. Effective immediately, the Prime Consultant Discipline is removed from the TI Consultant Registry.  All invitations for projects requiring a Prime Consultant Discipline will now be done through an Open Call for Bids.
  2. Consultant selection for all Limited Call Invitations through December 31, 2020 will be done using the existing Consultant Registry.  Applications for the 2021 Consultant Registry are due on or before December 31, 2020.  Applications received after this date may be reviewed at midyear for inclusion in that year.  On a go forward basis, the deadline for Consultant Registry Applications will be due on the last day of each year for inclusion in the Consultant Registry for the following calendar year.

The Consultant Registry is intended to keep accurate information on active consulting firms who wish to provide consulting services to the Department of Transportation and Infrastructure, Government of Newfoundland and Labrador.

Firms approved for the Transportation and Infrastructure Consultant Registry will be listed as active and available as part of the Consultant Engagement Process for engineering services and architectural services with an estimated value of $100,000 or less.

The engagement of consultants follows the guidelines and framework of Public Procurement Regulations under the Public Procurement Act (O.C.2018-029)  https://www.assembly.nl.ca/legislation/sr/annualregs/2018/nr180013.htm

Firms wishing to be included in the Transportation and Infrastructure Consultant Registry must complete and submit a Consultant Registry Application – Company Registration Form and the relevant discipline form for each discipline for which  registration is being requested.

As per the requirements of the Public Procurement Act (O.C.2018-029), Supplier Performance will be considered when reviewing Consultant Registry Applications.  Non-compliant performance or substandard performance on previous contracts may result in rejection of an application and/or removal from the Consultant Registry.

Consultants are requested to submit updates in a timely manner whenever there is a change in company structure, team members, ownership, name, address or other pertinent information.  All consultants are required to re-apply for registration annually.  Failure to re-apply will result in non-inclusion in the Consultant Registry.  Incomplete applications will be rejected.

Consultants who receive a Limited Call invitation are expected to respond to that invitation – either to Decline or to Submit a proposal.  Consultants who fail to respond to three invitations (meaning they do not submit a decline notice or a proposal) may be excluded from consideration for future Limited Call invitations.
