The EOI is the first step in the two-stage economic immigration selection process. Under this model, which launched in February 2025, prospective applicants submit a brief form that captures key information — such as: 

• Personal Identification information
• Education
• Occupation
• Intention to reside in Newfoundland and Labrador 

These forms (EOIs) are assessed by OIM. Based on the assessment, select individuals are issued an ITA, which allows them, or their employer, to submit a full application to the NLPNP or the AIP. 

Please note* ITAs are issued based on OIM’s EOI Prioritization Criteria.

Step by step guide to the EOI process:  

1. Submit an (EOI) via the Immigration Accelerator Portal. 
2. OIM reviews EOIs and issues ITAs in batches throughout the year. 
3. If invited, you have 60 days to submit a full NLPNP or AIP application. 
4. Once your full application is submitted, you will receive regular dashboard updates as OIM processes your file. 

 An ITA is the formal notice issued to an individual whose EOI has been successful. Upon receiving an ITA: 

• The individual or the employer has 60 days to submit a complete application to NLPNP or AIP. 

• Their application will then enter the full assessment process. 

• Applicants will receive regular updates on the Immigration Accelerator as their application moves through various stages of review. 

EOIs are submitted on the Immigration Accelerator. To submit an EOI, first you must create an account on the Immigration Accelerator. Once you have created an account, you have the ability to start, and submit, an EOI.  

If you wish to pursue NLPNP or AIP, you will need to submit an EOI as the first step in this process. You must also have a job or job offer from an employer in the province. EOIs submitted without such a job offer identified in their EOI will not be considered for an ITA. If your EOI aligns with the labor market needs and ongoing interests of the province, you may be issued an ITA, at which point you can proceed with submitting your full application for NLPNP, or having your Designated Employer submit your full AIP application on your behalf. 

As an employer, you are not required to submit EOIs on behalf of your employees/interested candidates. EOIs are only to be submitted by the candidate themselves. However, most candidates will require their employer to provide them an employer invite code before they can submit their EOI. Employer invite codes are required to validate the job offer and ensure that Designation/JVA spaces are used properly for applicants. 

 If you are an NLPNP applicant, who has authorization to work for your employer, you do not need to use an invite code. If you are an NLPNP applicant who requires a JVA space, or if you are an AIP applicant, you are required to include an employer invite code in your EOI. 

Please note: If an AIP applicant, or an NLPNP applicant applying from outside of Canada, submits an EOI without the required code, the EOI is invalid and will not be reviewed during ITA selection. 

Once you submit an EOI, it remains valid in our system for 12 months after submission. If your EOI is selected for an ITA, you, or your designated employer, will be notified via email. 

EOIs remain valid in our system for 12 months after submission. You can receive an ITA at any point during those 12 months, or not at all. Between the point of EOI submission and an ITA, there is no update to be provided by our office. After submitting an EOI, you will only receive an update on your EOI if you are issued an ITA, or if your EOI expires.

No. Receiving an ITA indicates that the province is interested in reviewing your full application, in more detail. If chosen to submit a full application you will still need to meet all program requirements, and abide by all provincial policies, in order for your applications to be fully approved. Even if you receive an ITA, your  full application may still be closed or refused at any point, if you do not meet program requirements.  

NLPNP candidates who receive an ITA will get an e-mail alerting them of the ITA. You will then be able to start and submit a full NLPNP application from your account on the Immigration Accelerator.  

 In the AIP, Designated Employers will receive an email alerting them of the ITA and the employer will also receive an ITA confirmation letter via the Immigration Accelerator. 

When you receive an ITA, the status of your EOI is set to “Approved” on the Immigration Accelerator. For NLPNP applicants, you will directly receive an email alerting you of this.  

For AIP, applicants are not emailed directly. Instead, your designated employer receives notice of the ITA via email and on the Immigration Accelerator, under the “Messages” tab in the top right corner of the home page. If you are an AIP Applicant and your EOI’s status changes to “Approved”, we recommend that you contact your employer to confirm your ITA. 

When an AIP Applicant receives an ITA, you as the designated employer, can start an Endorsement Application for them on the Immigration Accelerator. Only Applicants that have received an ITA, will appear on the “Select Employee Name” drop-down menu in Section C of the Endorsement Application. You can select the employee’s name and proceed with completing, and submitting, their Endorsement Application. If you do not see a person’s name on the drop-down menu, it means that the individual has not yet been invited to apply, and an Endorsement Application cannot yet be submitted for them. 

If you are experiencing issues when submitting or editing your EOI, please contact OIMDigitalSystems@gov.nl.ca. Include details about the nature of the issue and attach screenshots of any error messages you receive. 

If you need to update your EOI, you can use the “Edit Profile” button to update the information in your EOI. Proceed to change the information and hit “Save” when you are finished. This will update your EOI in our system. 

If your ITA expires, you must submit a new one. OIM does not issue ITA extensions. Note that ITAs are valid for 60 days. 

 You can check the status of your EOI in the “EOI Profile” table on your Immigration Accelerator Portal. As your EOI is processed, the status will be updated.  

 *Important to note: OIM does not provide a timeline for EOI processing. Your EOI is valid for 12 months after submission. At any point during that 12-month timeframe you may receive an ITA which is valid for 60 days.

There are no formal documents required for the submission of an EOI, simply fill out the required forms on the Immigration Accelerator.

*Please be advised that if you are issued an ITA, OIM will require all relevant documents. These documents must not be fraudulent or submitted with the intent of misrepresentation as this may result in a ban from the NLPNP or AIP.

NO, submitting multiple EOIs will not increase your chances of receiving an ITA. Duplicate EOIs from the same applicant are flagged in OIM’s system and MAY be found to be in violation of OIM’s policies.
