2022-23 Call For Funding Applications: Projects to Support the Economic Advancement of Newcomers in Newfoundland and Labrador

Purpose

The Office of Immigration and Multiculturalism (OIM), Department of Immigration, Population Growth, and Skills (IPGS) is calling for projects to support the social, economic, and cultural integration of newcomers to the province. Programming and initiatives will be funded through the Labour Market Integration for Newcomers (LMIN) Program and the Newfoundland and Labrador Settlement and Integration Program (NLSIP).

The 2022-23 application process consists of two stages: Applicants are invited to submit a concept note for the first stage. Only concept notes that address the need for proposed programming to address a highlighted priority area will be invited to participate in the second stage of the application process.

  • Stage One: Applicants are invited to submit a brief high-level concept note. The template for submission(s) is available online: Concept Paper Sample Template.
    • Deadline = 11:59 PM, January 21, 2022
  • Stage Two: Applicants will be invited to participate in the second stage of the application process based on the selection of their concept note. The second stage will require the submission of a complete proposal into the Labour Market Programs Support System (LaMPSS).

 

Background

In light of provincial government goals, the Office of Immigration and Multiculturalism is inviting applications for funding of programming and services, which will build upon existing programming to address the following priorities.

 

Priorities

Priority for funding will be given to applications that explore direct service delivery to related to economic integration and settlement areas. Projects under these areas may provide direct supports, such as:

  • Facilitation of Direct Employment for Newcomers
  • Newcomer Entrepreneurship Support Initiatives
  • Assessment and Recognition of Prior Learning and Credentials (Foreign Qualification Recognition)
  • Service Awareness and Accessibility
  • Welcoming Communities
  • Official Language Training
  • Facilitate Participation in Community Groups and Organizations
  • Settlement and Integration Service Provision

Application Process

The submission of a concept note is the first stage in a two-stage application process. A concept note is a summary document containing a brief description of the idea of the project and potential objectives.

Funding will not be provided on the basis of a concept note alone. Following a review process assessing the concept notes received and their relevance to provincial immigration priorities, a limited number of proponents will be invited to submit a full proposal in the second stage of the process. This process is further outlined in the 2022-23 Funding Guidelines.

OIM will review concept note submissions in the first stage of the process. Following this evaluation, OIM will advise proponents if they are invited to submit a full proposal through the Labour Market Programs Support System (LaMPSS) online self-service system.

Once invited to submit a full proposal, proponents must be registered in the Department of Immigration, Population Growth and Skills’ LaMPSS online self-service system to apply on-line.

When considering applications for project funding, the Department will evaluate eligible applications on the basis of completeness and content as outlined in the 2022-23 Funding Guidelines. Applications will be evaluated on the basis of the key criteria outlined in the 2022-23 Funding Guidelines.

Organizations must submit a concept note to settlement@gov.nl.ca by the specified timeline, in order to qualify for the review of their proposed project concept.

 

Timeline

Concept Notes must be submitted by 11:59 PM, January 21, 2022.  Proponents will be advised if they are invited to engage in the second stage of the funding process and asked to submit a full proposal.
