Early Learning and Child Development Division

The Early Learning and Child Development Division is responsible for the learning needs of pre-school children and development and implementation of programs which will help to ensure a smooth transition to the K-12 school system. The division is also responsible for the licensing of, and providing supports for, child care services in Newfoundland and Labrador and for supporting family resource centres which provide a variety of community-based activities and resources for children and families.

Early Learning

  • Providing funding and consultant support to pre-school programs approved for Early Learning Grants
  • Sharing professional resource materials to educators of pre-school programs

  • Learning Through Play Materials

Child Care and Child Development

  • Licensing child care services, including monitoring of regulated child care services (centre-based or family child care agencies and homes)
  • Providing financial support for regulated child care services on behalf of eligible families;
  • Providing financial support for the development and operation of child care services;
  • Providing financial assistance to help recruit and retain early childhood educators (ECEs);
  • Supporting the operation and development of family resource centres across the province.
