Municipal Operating Grants

As announced in Budget 2023 and Budget 2024, the Municipal Operating Grant (MOG) budget has increased by $6,000,000. In 2023, $3,000,000 in additional funding was allocated with the remaining increase allocated in 2024. A full listing of each Municipality’s and Inuit Community Government’s 2024 MOG allocations are available at 2024 Municipal Operating Grants.

Municipalities and Inuit Community Governments that receive MOG funding will see an increase in their 2024 MOG allocations of approximately 12%. The previous allocations were based upon a formula that was announced in Budget 2013 which utilized the number of occupied households and a Remoteness Index.

The Remoteness Index was developed by the Newfoundland & Labrador Statistics Agency as a means to measure a community’s (municipality or Inuit Community Government) accessibility to various government and community services within the Province. Formally, this index measures how accessible/remote a community is through a weighted average of its proximity to a number of general services, as well as, through the estimated daytime population during normal work hours – both of these variables are created using advanced statistical techniques.
