1. Can the Minister of Justice and Public Safety overturn a decision of a Judge with respect to any matter before the Courts?

No. Judges are totally independent of the Department of Justice and Public Safety and it is not appropriate for the Minister to become involved in any way. The only recourse for an individual not satisfied with a decision of a particular Judge is to appeal the matter to a higher Court. This can be done provided there are grounds for appeal.
