Employment Status & Status dates
(Supplement to Appendix C)

 

Two of the most important pieces of information required are the Employment Status and Employment Status Dates.  These fields will be used to establish pensionable service, service eligible for purchase (i.e., authorized unpaid leave etc), breaks in service etc.  It is critical that this information be accurate and updated in a timely manner.  This Appendix gives examples of the codes and dates to be used in various scenarios.  It is also critical that the annual rate of pensionable salary be updated as necessary, on the H.R. Interface, particularly so that the PAS can generate accurate deemed earnings for plan members on unpaid leave.

 

ACTI
Scenario 1 A person is hired in a position that is temporary full-time on February 15, 1999 and the period of employment is expected to extend to July 31, 1999.

The Employment Status Code will be ACTI and the Employment Status Date will be 19990215.  The employee is enrolled in the plan because the employment period will involve 4 calendar months of continuous full-time employment.

Scenario 2 A person is hired temporary full-time January 3, 1999 with an initial extension date of March 31, 1999.  However, on March 3, 1999 the employer determines that the employee will be extended to August 31, 1999.

The Employment Status Code will be ACTI and the Employment Status Date will be 19990303.  The employee is enrolled in the plan as soon as the employer determines that the employment period will involve 4 calendar months of continuous full-time employment.

Scenario 3 A person who was in a part-time position transfers to a temporary full-time position on May 14, 1999 and the full-time position extension date is November 30, 1999.

The Employment Status Code will be ACTI and the Employment Status Date will be 19990514.  The employee is enrolled in the plan because the employment period, of the temporary full-time position, will involve 4 calendar months of continuous employment.

Scenario 4 A person was hired temporary full-time on July 5, 1999 with an initial extension date of August 5, 1999.  On February 4, 2000, the employer realizes that the employee should have been enrolled in the Plan on October 1, 1999.

It is required that the employee be placed in the plan immediately with an Employment Status of ACTI.  The Employment Status Date would be the first day of service for which pension contributions were actually paid and is to be in CCYYMMDD format.  The period from October 1, 1999 to whatever date the employee started paying contributions will be treated as a required contract. Pensions Division will forward a contract to the employer and the employer will start deducting additional contributions and report them in the contract field.  The employee’s signature will not be required.

Scenario 5 A plan member who either:

(a) was laid off or resigned and left contributions in the plan and returned to a pensionable position
(b) returned from unpaid leave on September 15, 1999.

The Employment Status will be ACTI and the Employment Status Date will be 19990915.

 

DAPG
Scenario 1 A Plan Member dies on July 15, 1999.

The Employment Status is DAPG and the Employment Status Date is 19990715.

Scenario 2 A Plan Member dies on July 15, 1999 but the employer’s policy is to pay pensionable earnings to the end of a month in which an employee dies.

The Employment Status is DAPG and the Employment Status Date is 19990731.

 

 

AALE (Authorized Leave Without Pay)
Scenario 1 A Plan Member proceeds on authorized leave without pay on October 15, 1999 and returns from the leave on July 6, 2000
When the Plan Member commences the unpaid leave the Employment Status is AALE and the Employment Status Date is 19991015.  When the plan member returns from the leave the Employment Status will be ACTI and the Employment Status Date 20000706. Please note that the employer is to report an Employment Status and an Employment Status Date even while the Plan Member is on unpaid leave. This is required to enable the PAS to generate deemed pensionable earnings in case the plan member wishes to purchase the leave.  It is imperative that the annual rate of pensionable salary on the H.R. Interface be accurate.
Scenario 2 A plan member’s sick leave expired on May 3, 1999 and he/she is placed on unpaid leave with effect from May 4, 1999.  They have applied for a Disability Pension which was approved on August 3, 1999.  Approval has been granted to pay the benefit retroactive to May 4, 1999.

When the plan member proceeds on leave May 4, 1999 the Employment Status is AALE and the Employment Status Date is 19990504.  When the employer receives confirmation from Pensions Division that approval, to pay a pension on disability grounds, has been received, the employer may submit a termination form (with the pension application) indicating a termination date of May 3, 1999.

 

 

AULE (Unauthorized Leave Without Pay)
Scenario 1 A Plan Member proceeds on Unauthorized Leave Without Pay (i.e., labour dispute, suspension) on February 12, 1999 and returns on May 13, 1999.

When the plan member proceeds on leave the Employment Status is AULE and the Employment Status Date is 19990212.  When the employee returns to work the Employment Status is ACTI and the Employment Status Date is 19990513.  Please note that the employer reports the status AULE once and will not report the plan member again until he/she returns from the leave. Reporting a status during the leave period is not necessary because unauthorized leave is not eligible for purchase.

 

TEPG (Left Money in Plan/Refund/Deferred Pension)
Scenario 1 A plan member resigns on November 2, 1999, is not locked in, and has indicated that they would like to receive a refund of pension contributions.

The Employment Status is TEPG and the Employment Status Date is 19991102.  Please note that a Termination Form is required because the plan member has requested a refund of pension contributions.

Scenario 2 A Plan Member resigns on August 3, 1999, is vested, and has requested a deferred pension.

The Employment Status is TEPG and the Employment Status Date is 19990803.  Please note that a Termination Form is required before pension can be calculated.

Scenario 3 A plan member resigns on March 14, 1999 and leaves money in the Plan indefinitely pending a future decision.

The Employment Status is TEPG and the Employment Status Date is 19990314.  A termination is not required unless/until the plan member decides to move their contributions ( i.e. Refund – if not locked-in; Transfer to another Plan; Receive a Pension – if vested; etc.)

 

RAPG (Immediate Pension)
Scenario 1 A plan member resigns on July 31, 1999, is age 56, and has 32 years of pensionable service.

The Employment Status is RAPG and the Employment Status Date is 19990731.  Please note that a Termination Form is required before pension can be processed.

 

ATRE (Transfer to Participating Employer Within Same Pension Plan)
Scenario 1 A plan member resigns on January 5, 1999 and will become employed with another employer in the same pension plan on January 18,1999.

The Employment Status is ATRE and the Employment Status Date is 19990105.

 

ALAY (Layoff)
Scenario 1 A plan member is laid off on April 9,1999.

The Employment Status is ALAY and the Employment Status Date is 19990409.  If the plan member wishes to move his/her contributions or receive a pension (if eligible) a resignation and a Termination Form is required.

 

AVAC (Advanced Vacation Pay)
Scenario 1 A Plan member is going on vacation from July 5, 1999 to August 6, 1999 inclusive.  They have requested cheques with cheque dates of July 7th, July 21st, and August 4th, to be paid on June 23rd.

For the payrolls representing the pay periods July 7th, July 21st, and August 4th, the Employment Status is AVAC and the Employment Status Date will be 19990705.  When the plan member returns from vacation the Employment Status will be ACTI and the Employment Status Date will be 19990807.  Please note that a payroll record must be submitted even though there will be no pensionable earnings or pension contributions reported.  The AVAC code allows the PAS to credit pensionable service even though the payroll record does not contain pensionable earnings and contributions.

 

ATRP (Transferred to Another Pension Plan)
Scenario 1 A plan member resigns on June 3, 1999 and will become employed with another employer in another pension plan on July 1, 1999.

The Employment Status is ATRP and the Employment Status Date is 19990603.  Please note that a termination form and an Appendix are required.

Scenario 2 A plan member transfers from Full-time to Part-time on September 14, 1999.

The Employment Status is ATRP and the Employment Status Date is 19990914. 

 

Retroactive Payments After Termination

The plan member is to be reported on the payroll with the same employment status and employment status date as when they terminated and the retroactive pensionable earnings and pension contributions are reported.  No service is to be credited.  For terminated plan members who are in receipt of pension, a written request to adjust pension is required.

For active plan members, the retroactive payment and contributions are to be included in the respective regular pensionable earnings and regular pension contributions fields.
