Definitions

Anniversary Date The initial or established month and day of the month on which an employee is hired to the Public Service used to calculate step progression and/or service.
Appeal Board The Classification Appeal Board constituted to function in accordance with the classification appeal procedures.
Bargaining Unit Employees who are covered by the terms and conditions of a collective agreement.
Base Salary Fixed salary amount as per pay plan exclusive of any benefits, bonuses, or other types of compensation adjustments, differentials, etc.
Break in Service An employee’s absence from his/her assigned position due to voluntary separation, discharge or layoff and excludes all forms of recognized approved leave.
Class A group of positions similar as to kind and level of work and qualification requirements.
Classified A personnel action performed by the Treasury Board Secretariat involving reviewing a position and determining its classification and/or pay level.
Class Series A number of related classes arranged in levels representing the various degrees of complexity in a particular type of work.
Class Title The name given to a position to identify the class to which the position has been assigned.
Classification The occupational group and pay level assigned to a position.
Classification and Compensation Division Division of the Treasury Board Secretariat which provides classification and compensation support to Treasury Board.
Classification Specifications Formalized and published materials designed to describe and illustrate the kind and level of work, as well as desired experience and training requirements of positions allocated to that class.
Contractual Employee A person employed for the purpose of performing certain specified work for a certain specified period and whose terms and conditions of employment are specifically stated in a written contract.
Demotion An action which causes the movement of an employee from his/her existing classification to a classification carrying a lower maximum salary.
Department Any department of the Government of Newfoundland and Labrador.
Employee A person employed by a Department, Agency, Board or Commission for the purpose of performing certain specified work.
Employer As per the Financial Administration Act, the Employer is the Treasury Board, a committee of the Executive Council responsible for all matters relating to the personnel management in the public service and of a public body.
Established Reporting Relationship An employment relationship, recognized by Departments in which an employee carries out supervisory activities within an approved organizational structure.
Treasury Board Secretariat Administrative and operational support Department to Treasury Board Committee of Cabinet that provides leadership and support in the development and management of human resource policies, programs and services that support the overall effectiveness of government.
Initial Date of Hire Also referred to as anniversary date.
Management Employee An employee occupying a position that has been determined to meet inclusion on the Management Pay Plan.
The position is excluded from the bargaining unit on the basis of:

  1. management or supervisory responsibilities; or
  2. performance of staff functions in advising on the development of major policies and programs; or
  3. in certain designated cases based on confidentiality in respect of Labour Relations.
Market-Based Adjustment Any form of additional remuneration, as approved by the Employer, paid to employees of Government departments, agencies, boards and commissions to address recruitment and retention challenges.
Maximum Salary The maximum of the salary range (i.e. Management – Step 33 or 1.12 compa-ratio, GS – Step 3)
Normal Maximum The normal maximum of the management pay plan salary range (i.e. Step 25 or 1.04 compa-ratio of the mid-point).
Occupational Review The study of a series of classes and related occupations that make up a complete occupational group to ensure the adequacy of the class structure and its proper grading.
Pay Plan A compensation plan associated with a group of classifications/positions (i.e. HL, PP, GS, MS, etc.).
Pay Plan Conversion Change of one pay plan to another as a result of a personnel action. (i.e. Employer-Initiated: classification, placement from one bargaining unit to another, movement from management to bargaining unit, or a Certification Order issued by the Labour Relations Board; Employee-Initiated – promotion or voluntary demotion).
Pay Range A series of rates of remuneration for a class having a minimum, intermediate, and maximum rates assigned for pay purposes.
Pay Scale A range of rates of pay assigned to an employee group established by either the collective agreement or a pay plan (i.e. GS, HL).
Pensionable Earnings The portion of a plan member’s total earnings upon which contributions are based and the pension benefit is calculated (i.e., regular earnings, excluding overtime).
Position A grouping of duties and responsibilities assigned to a position for performance by an employee or a group of employees.
Promotion An action which causes the movement of an employee from his/her existing classification to a classification carrying a higher maximum salary.
Public Service The Public Service of the Government of Newfoundland and Labrador, including its Departments, Agencies, and other designated Agencies, Boards and Commissions to which the Lieutenant-Governor in Council may, from time-to-time, authorize these procedures to apply.
Rate of Pay The pay assigned to a position’s classification, exclusive of any additional earnings.
Reclassification A classification review completed by the Treasury Board Secretariat resulting in a change in a position’s classification and/or pay level.
Red Circled Salary protection for a specific period of time to an employee’s existing rate of pay when as a result of a personnel action, it was dropped to a lower rate.
Salary The pay associated with performing the duties and responsibilities of a position.
Salary Adjustment A temporary pay amount added to an employees’ existing base salary as a cash bonus as a result of specific pay situations.
Salary Compression A pay situation where the supervisory employee base salary is not at least 5% greater than the top step of the pay scale of the highest classified bargaining unit employee.
Salary Differential A percentage differential approved by Treasury Board used in the determination of rates of pay.
Salary Inversion A pay situation when the base salary of the reporting employee is greater than the regular base salary of the supervisory employee.
Select Agencies, Boards and Commissions Employers that follow Treasury Board’s Compensation and Human Resource Policies and Classification Plans.
Step Progression The advancement of an employee’s actual salary, usually after a defined number of hours through the salary range assigned to a position until the maximum rate of pay for the range is attained.
Transfer Permanent or a temporary movement of an employee within the same Department, in the same or comparable classification and having the same pay range and/or hours of work.
Treasury Board Committee of Cabinet responsible for overall financial and human resource management as conferred under the Financial Administration Act and the Public Service Collective Bargaining Act.
Treasury Board Directive General instructions issued by the Board on procedures to be followed or action to be taken by Departments in certain matters.
Upscale Hire The hiring of an employee to an officially classified position above the minimum of the pay scale associated with the position.
Voluntary Demotion An employee initiated action which causes the movement of an employee from his/her existing classification to a classification carrying a lower maximum salary.
