The mine at that time was in decline, under new management, and recovering from a major mine collapse the previous year. The population had dwindled to under 100, but the town still supported a resident policeman, Sergeant Thomas Fennessey. He was making his nightly rounds on the night of 27 January 1884, and failed to return. His absence was noticed and a search party recovered his body at the bottom of a small gulley, where he was buried in snow, and apparently suffocated. The mine shipped its last ore two years later, and in 1887, only two families remained in Betts Cove.
