Cultural Economic Development Program – Heritage Component

This program is aimed at community heritage organizations such as museums, archives, and historical societies. In 2012 a CEDP Heritage Advisory Committee was established, composed of representatives from the Department, Museum Association of Newfoundland and Labrador, Association of Newfoundland and Labrador Archives and the Association of Heritage Industries. The committee reviews, monitors and makes recommendations to the Department regarding the CEDP Heritage component.

The Advisory Committee developed a logic model for the CEDP Heritage program with the following long-term outcomes for heritage organizations:

  • Increase/enhance the preservation and presentation of heritage resources
  • Increase sustainability
  • Increase relevance of heritage organizations to their community, province and region through increased social and economic contributions

CEDP for Heritage is composed of two components:

Operational Support for Community and Regional Heritage Organizations

Operational support is provided to museums, archives, historical societies and historic trusts to assist in the preservation and promotion of our cultural heritage.

Eligibility

General Eligibility Criteria:

  • Have as their primary purpose the preservation and promotion of the cultural heritage of the province. Eligible groups will be limited to museums, archives, historical societies and historic trusts (preservation of built heritage).
  • Be governed by an incorporated, non-profit board of directors elected by a membership open to the general public.
  • Be active members of MANL or ANLA . This condition does not apply to province-wide organizations.
  • Eligible organizations may be committees of town councils or other incorporated bodies, or they may be independent of any such bodies.
  • Regional organizations are also eligible to receive support if their primary focus is on heritage. Such organizations are defined as representing individuals or groups on a regional basis, as being managed by a board of directors with representation from throughout the region, and as offering programs to all parts of the region. Regional organizations must be current members of either  MANL or ANLA to be eligible to apply for this support.

To be eligible for CEDP Heritage Operational funding, all groups must meet the following  minimum standards:

  1. Mission Statement
  2. Compliance with the Tourism Assurance Plan (TAP)
  3. Collections Management Policy and Procedures

Organizations Not Eligible to Apply
Because of the limited budget of the program, the following are ineligible to apply for assistance:

  • Privately-owned museums or archives, or those operated for profit
  • School based museums and archives
  • Municipalities and churches/parishes that do not have heritage committees
  • Federal or Provincial institutions
  • Natural history based organizations

Eligible Costs

Operational support can be used to cover costs related to:

  • salaries
  • professional services (consultants, conservators, researchers, archivists, etc.)
  • materials and supplies (reference materials, conservation supplies, etc.)
  • development of exhibits and interpretive programming
  • public programs (lectures, educational activities, receptions, etc.)
  • collections research
  • publications and websites
  • advertising and other promotions
  • travel to provincial and national heritage conferences and training events
  • board travel (for province-wide and regional organizations)
  • rent or mortgage
  • office costs (utilities, insurance, supplies, etc.)
  • cleaning and minor building maintenance.

Capital costs (such as roof repairs, extensions, etc.) are not eligible costs.

Support for Heritage Projects, Professional Development and Research

Funding is available to non-profit heritage organizations and individual heritage practitioners whose principal activity is in the cultural heritage sector (e.g. community museums, archives, built heritage, intangible cultural heritage and the material culture sector).

Applications will be considered beginning April 1. While there is no deadline for Heritage Project Support, due to the heavy demand on the program and the limited funding, it is recommended that organizations submit their applications as close to April 1 as possible.

This funding is intended for projects, not on-going programs. A project is defined as an activity that has a definite start and end date (within one year), specific goals and objectives. It is recommended that applicants discuss their heritage project proposal with the Heritage Officer at a preliminary stage, to clarify eligibility and to receive feedback as to program priorities.

To apply for Project Support, community and regional heritage groups must:

  • Be active members of The Museum Association of Newfoundland and Labrador or The Association of Newfoundland and Labrador Archives
  • Have as their primary purpose the preservation and promotion of the cultural heritage of the province. Eligible groups will be limited to museums, archives, historical societies and historic trusts (preservation of built heritage)
  • Be governed by an incorporated, non-profit board of directors elected by a membership open to the general public
  • Eligible organizations may be committees of town councils or other incorporated bodies, or they may be independent of any such bodies.

In reviewing applications, the following criteria will be considered:

  • Professional involvement
  • How the project will enhance sustainability
  • Clear project objectives, workplan and budget
  • How the project is related to the organization’s mandate and plan

Due to the limited funding available, eligibility does not imply an automatic right to assistance. Funding will complement other federal and provincial funding programs and applicants will be expected to seek support from other sources. Applicants must contribute a minimum of 10% to the eligible costs of a project. In addition:

  • only one project application per year will be considered by the committee from the same organization
  • multi-year projects are not normally considered for support, however if a project has a number of distinct phases it may be considered if we know in advance the anticipated timeline.

Eligible Costs

  • The Working Committee will make the final determination as to what constitutes eligible costs for a given project. In general, “eligible costs” will mean operating costs linked directly to a project and without which the project could not proceed. Excluded from eligible costs are in-kind contributions and capital expenditures, including the purchase of computers. Costs incurred or commitments made on any portion of a project prior to the receipt of an application are not eligible for assistance.
  • Applicants are required to contribute a minimum of 10% to the eligible costs of a project. All sources of support for a project must be disclosed.
  • Where approved, per diems will follow the provincial rates. Please contact the CEDP Officer for these rates. Applicants must provide proof of time in travel status (e.g., air fare ticket stubs) as well as accommodation receipts. Meal receipts will not be required.

Program Components

Component 1: Collections Conservation, Management and Presentation

This component is aimed at enhancing the conservation, management and presentation of collections in eligible organizations. Support will be provided for activities that raise the professional quality and authenticity of heritage resources. Projects involving the presentation and preservation of intangible cultural heritage will be eligible.

The maximum level of funding available under this component is $20,000. Applicants are encouraged to seek other sources of support for larger projects.

Component 2: Professional Development and Training

This component encourages human resource development in order to strengthen the level of expertise within the heritage sector. Training that contributes to the increased sustainability of heritage operations, or in the case of independent heritage professionals, to increased marketability of their skills, will be considered a priority.

The focus is on advanced training that can be received through professional workshops and courses. Conferences and forums are not normally considered unless they contain significant professional development in a specialized area. The applicant must provide 10% of the eligible costs of the proposal. Eligible costs include travel, accommodation and per diems. To encourage the sharing of skills and knowledge, funding recipients will be required to deliver a public presentation.

Component 3: Research

This component encourages groups to undertake research and to ensure that research is carried out by qualified individuals. Research projects will engage professionals to undertake research or supervision of projects. Applicants are encouraged to supplement this funding with other sources (i.e., employment or skills development programs such as those available under Service Canada).

Types of Research Projects that qualify:

  • Research on collections of artifacts and archival materials to help develop a better understanding of them (i.e., provenance, ownership, use, social history and folklore, who made them and why)
  • Research for exhibits
  • Oral History research for conducting interviews and/or transcription
  • Research for publications on historical subjects (e.g., books, booklets, online information sources, film/video) undertaken by community heritage organizations on topics of local, regional, or provincial interest (e.g., community histories, biographies)
  • Archaeology – archival research for archaeological investigations
  • Heritage Structures and Landscapes – to develop a better understanding of them, considering such things as provenance, ownership, builder, use, social history and folklore, who made them and why

Criteria for Research projects:

  • The applicant must be a community heritage organization – individual researchers are not eligible to apply
  • The applicant must demonstrate how the research supports their collection, mandate, and/or interpretive strategy
  • The applicant should detail the focus and purpose of the research (i.e. how it will be used)
  • Research projects must be directed by qualified individuals that would normally include:
    • a person with a B.A. or higher in a field appropriate to the area of research
    • a senior B.A. student in a field appropriate to the area of research
    • Individuals who do not possess the above must demonstrate that they have a proven track record for research and writing
  • Oral history projects must be conducted by those with training in oral history (with course certificates), or must be supervised by a qualified individual
  • While research for publications is eligible, the costs of publication are not covered under this program.

The maximum level of funding available under this component is $3,000.

Component 4: Heritage Publications and Digital Projects

This component is intended to increase access to funding for community heritage print-based and digital-based projects that promote the cultural heritage of the province. The goal is to strengthen the heritage sector by enabling groups to publish or generate works of an important historical significance and to increase their ability to generate revenue.

Examples of eligible projects:

  • Exhibit Guides
  • Community histories
  • Projects that highlight significant aspects of Newfoundland and Labrador history
  • Documentaries/digital publications

Eligibility criteria:

  • Applicants must meet general CEDP project eligibility
  • The applicant must be a community heritage organization – individuals are not eligible to apply
  • The applicant must demonstrate how the project will increase their sustainability through revenue generation
  • The applicant must demonstrate how the project supports the mandate of their organization
  • The applicant must demonstrate the involvement of professionals throughout the project on research, writing, editing, design, and publication
  • Works of fiction are not eligible

Assessment criteria:

  • Professional involvement at all stages of the project (research, writing, editing, production)
  • Partnerships with other groups and other funding agencies
  • Sustainability and revenue generation opportunities
  • Demonstrated project management capacity of organization
  • Clear project goals and timeline

The maximum level of funding is $5,000. Applicants are encouraged to seek other sources of funding.

For Project support, please complete the application form below, including the following information:

  • Description and objectives of project, including other partnerships, etc
  • Timeline: including project start and end date
  • Professional involvement in the project
  • Detailed budget that includes breakdown of all funding sources, including other government assistance (CEDP only provides up to 90% of the eligible costs of a project)
  • Brief background of your organization, including organizational structure and board members

Clearly indicate how your project will enhance the sustainability of your group, protect and interpret collections, link to your strategic plan, and/or support community development.

This information is vital in assessing your application against the criteria of the program. By providing it with your application, it ensures that the process will not be delayed.
