Cultural Economic Development Program – Arts – Operational Funding
The Cultural Economic Development Program (CEDP) provides Operational Funding to professional arts organizations that stimulate sustainable economic development of the province’s cultural resources.
Please note that Individual artists are not eligible for CEDP funding.
FUND OBJECTIVES
- Encourage sustainable economic activity in the arts
- Increase economic opportunities for professional arts organizations and professional artists
- Contribute to the sustainability of all arts sectors.
- Increase capacity for market access and expansion of cultural industries
- Develop a diversity of cultural institutions and purveyors
- Support growth of the cultural tourism industry and its stakeholders
Project Funding: CEDP Arts no longer includes a project component. Organizations in receipt of CEDP Arts operational funding are eligible to apply for project funding through the Arts Infrastructure and Programming Fund (AIPF), provided they meet any additional criteria of that fund.

- Professional arts organizations
- Arts festivals
- Sector-based service organizations
Eligible disciplines include: circus, dance, film and television*, Indigenous arts and practices, literary arts**, multi-disciplinary arts, music*** and sound, theatre and performing arts, visual arts and other similar creative and interpretative works and activities.
*CEDP supports film sector organizations and film festivals. Provincial support for other film and TV projects is offered through Picture NL and ArtsNL .
** Support for the publishing industry is available through the CEDP Publishers Assistance Program (PAP)
*** CEDP supports major music festivals. Provincial support for other music projects is offered through MusicNL and ArtsNL programs.

Individual Artists: Please note that Individual artists are not eligible for CEDP funding. ArtsNL offers granting programs to individuals and organizations, professional and community based, in all disciplines.
Applicants are expected to:
- be incorporated as a not-for-profit corporation in the Province of Newfoundland and Labrador for at least one year prior to application and be in good standing in CADO – NL Companies and Deeds Online;
- have an established track record in their discipline of no less than four years;
- have a degree of economic development as part of their mandate or mission;
- demonstrate relevant managerial, professional, financial and technical capacity, and a viable operational plan;
- demonstrate a primary focus on presenting or promoting cultural activities or products by professional artists and cultural industry workers;
- demonstrate potential for long-term viability;
- have an active Board of Directors and maintain professional administrative staff;
- pay artist fees established by relevant associations representing the interests of professional artists in accordance with the Status of the Artist Act; and,
- For sectoral organizations: offer on-going industry-wide benefits to their membership in the form of workshops, information, training, recognition programs, or other sector-relevant activities.
Eligibility does not guarantee an automatic right to assistance. Applicants are eligible to receive only one CEDP operating grant per fiscal year.
ELIGIBLE EXPENSES
CEDP-Arts grants support operating expenses. Examples of eligible expenditure types include:
- Regular programming activities, including festivals and marquee events, exhibitions and performance series;
- Expenses associated with daily operations;
- Artistic and Administrative salaries and fees;
- Marketing costs (including website development);
- Touring expenses*; and
- Professional development activities.
- Sector-based organizations that are member-based are eligible to apply for funding to assist with costs associated with implementing their mandate and for programming that has industry-wide benefit.
*Where travel receipts are submitted to support evidence of spending consistent with guidelines, travel expenses should be consistent with provincial guidelines (Travel – Treasury Board Secretariat). While meal receipts are not required, a summary of eligible meals and eligible reimbursement amounts should be submitted; proof of travel and accommodation cost should be demonstrated through receipts. Air travel should not exceed full fare economy.
APPLICATION GUIDELINES
The Cultural Economic Development Program supports initiatives with a strong potential for sustained development and employment over the long term. Applications are reviewed in the context of sound market and business planning, the application of best practices, and competitive impact.
Applicants should demonstrate an established track record of significant professional commitment to development of cultural industries in the province.
Support is based on the submission of an annual strategy and work plan with clearly defined and measurable outcomes for increasing the economic impact for the cultural industries and for the provincial economy; the size and significance of the event, professional development opportunities, potential audience and/or networking opportunities, and overall project costs.
Applications should be concise, comprehensive and professional, and must include a balanced budget. A budget template is available for use as a guide in preparing the budget. Please attach your own document if there is not enough detail in this template.
Applicants must provide a financial statement (audited or revue engagement) from the last completed fiscal year.
Eligible costs are based on the organization’s current fiscal year.
In all cases, applicants must contribute at least 10% towards eligible costs.
The minimum level of support is $15,000.

HOW TO APPLY
CEDP Arts applications forms are available in English and French:
Deadlines
- Professional Arts Organizations: April 1
- Sector-based service organizations: May 1
If an application deadline falls on a weekend or holiday, the deadline will be moved to the next business day.
It is strongly recommended that new applicants discuss their proposal with a CEDP Program Officer at the preliminary stage.
PAYMENT INFORMATION
An advance of 90% of the approved funding will be issued once the signed Acceptance Letter of Financing page is returned and any conditions identified in the Letter of Financing have been satisfied.
The remaining 10% of the CEDP contribution will be released following submission and approval of the Final Report.
FINAL REPORT
All projects must be completed and a final report submitted within ten weeks of completion of the project, or by March 15, whichever comes first. There is no final report template for CEDP Arts. Please refer to the last page in the funding contract and base your narrative report on the list of requirements provided. Failure to submit the final report within this time frame will result in a forfeiting of the final payment.
FUNDING ACKNOWLEDGMENT
All funding recipients are required to acknowledge the support of the Government of Newfoundland and Labrador by including the official logo in any printed or electronic materials, events or performances related to the activity.
