Discouraged Workers

Discouraged workers are not counted in the unemployed or unemployment rate because they are not actively searching for employment. Instead, they fall into a category called “not in the labour force”. Opinions have been expressed that discouraged workers do represent a labour supply not measured with the official unemployment statistic.

Statistics Canada does prepare some estimates using alternative measures of unemployment where the discouraged worker is factored in. Labour Force Survey
