2023-24 Call for Proposals: Projects to Advance the Settlement and Economic Integration of Newcomers in Newfoundland and Labrador

Purpose

The Office of Immigration and Multiculturalism (OIM), Department of Immigration, Population Growth, and Skills (IPGS) is calling for projects to support the social, economic, and cultural integration of newcomers to the province. Programming and initiatives will be funded through the Labour Market Integration for Newcomers (LMIN) Program.

Background

In light of Provincial Government goals, OIM is inviting applications for funding to build upon existing and present innovative programming to address the following priorities.

Priorities

The 2023-2024 Call for Proposals outlines two streams, Economic Integration and Settlement Services and Supports, under which community partners can submit project proposals.

Stream 1 –  Economic Integration

Economic Integration projects will be designed to promote the economic advancement of newcomers to the province.

  • Improve labour market access for newcomers (supporting the removal of barriers such as child care);
  • Foreign Credential Recognition (FCR) navigation;
  • Job Creation and Connection; and,
  • Workplace-based language training.

Stream 2 – Settlement Services and Supports

  • Pre-arrival Settlement Programming;
  • Settlement (rural approaches and projects led by cultural groups will be prioritized);
  • Building Welcoming Communities; and,
  • Intercultural competency and anti-racism training.

Application Process

Organizations must submit a full proposal to settlement@gov.nl.ca by the specified timeline, in order to qualify for a review of their proposed project.

OIM will review submissions and advise proponents if they are invited to submit an application through the Labour Market Programs Support System (LaMPSS) online self-service system. Applications to either stream should be submitted under the Labour Market Integration for Newcomers (LMIN) Program.

The application process funding for this grant program is highly competitive, as such projects that focus on partnerships and collaboration will be give increased consideration in the evaluation process. New applicants to the grant program will be asked to clearly demonstrate intended project outcomes without duplicating other existing programs or services. Previous applicants to the program will be evaluated based effectiveness of past projects. Applicants will be required to outline how they are avoiding duplication with the efforts of other community organizations in their application.
