Pesticide Licensing
Under the Environmental Protection Act and the Pesticide Control Regulations, a licence must be obtained to purchase, sell or handle Commercial or Restricted class pesticides. All pesticide licences have a term of Five years. (Applicator licenses that are granted reciprocity will be given a term length that is equal to the time that was remaining on the licence prior to transfer.)

Applicators
An Applicator is an individual who is trained to handle and apply commercial and restricted class pesticides safely. Exams must be taken and passed in order to become an applicator. For the National Core Exam, a mark of 75% needs to be achieved and an additional exam for each category.

The department will issue a Pesticide Applicator Licence, or notify the client of licence denial in writing, within 30 business days of
- completing the Pesticide Applicator Exam; or
- receiving proof of payment for licence recertification through Continuing Education Credit; or
- receiving proof of reciprocity eligibility.

Operators
An Operator’s licence must be obtained in order for a company/individual to apply and/or use pesticides for profit and/or gain, in Newfoundland and Labrador. Commercial or Restricted class pesticides can only be purchased with an Operator’s licence.

From receipt of a complete application form including proof of payment, the department will issue a Pesticide Operator Licence, or notify the client of licence denial, within
- 15 business days for licence renewal applicants not requiring a storage facility inspection; or
- 30 business days for first-time applicants and licence renewal applicants who have not had a storage facility inspection within 48 months of the application date.

Vendors
Vendors are businesses that are licenced to sell pesticide products. Two different classes of vendors exist, Domestic and Commercial.
Domestic Vendor
Domestic vendors are able to carry and sell domestic class pesticides.

Commercial Vendor
Commercial vendors can carry commercial and restricted pesticide products. In order for a business to hold a commercial vendor licence staff members who will be handling pesticide products must obtained a certified vendors licence. A certified vendor is required to be on site during all operating hours. Individuals looking to become certified vendors must write an exam and pass.
