The mandate of the Community Water and Wastewater Section includes:
- review of the design of municipal water supply, treatment, and distribution systems and wastewater collection, treatment, and disposal systems;
- issuance of Permits to Construct for municipal water supply and wastewater projects;
- issuance of Permits to Operate municipal infrastructure facilities and systems;
- assessment and ranking of capital works funding requests;
- monitoring and inspecting the operation of municipal water and wastewater systems;
- development of guidelines, policies, and regulations for the design and operation of municipal water and wastewater systems;
- assessment of alternative treatment technologies for water and wastewater; and
- develop and maintain environmental databases.

- All applicants must complete page one.
- Only complete the following pages that are pertinent to the proposal.
- Complete the permit fee schedule and attach one of the following:
- a cheque or money order payable to the Newfoundland and Labrador Exchequer Account, or
- a receipt from the Central Cashier’s office for the correct amount.

- Design documents must include certified engineer stamped drawings and specifications with all relevant information as required and referenced in the “Guidelines for the Design, Construction, and Operation of Water and Sewerage Systems” and the “Municipal Water, Sewer and Road Specifications”. For now, documents are to be submitted in both paper copy and digital format. Digital drawings are required in AutoCAD format (preferred) or Micro-Station and must be geo-referenced for use with GIS platforms. A digital copy of the application, processing fee form, schedule of quantities and prices, scope of work, and other supplementary technical specifications are also requested. It is not necessary to submit a digital copy of the General Conditions of the specifications.
- Submit the above documents to the appropriate regional office of the Department of Municipal Affairs and Environment. For proposals in the Central and Western & Labrador Regions, a copy must be submitted to the Manager, Community Water & Wastewater Section, PO Box 8700, Confederation Building, St. John’s NL A1B 4J6. Please ensure that the processing fee and form are submitted to the correct regional office and not sent directly to the Comptroller s Office.
