The Budget Process

The Department of Finance is responsible for co-ordinating the annual budgetary process for the Provincial Government, including pre-budget consultations. In doing so it works with departments to prepare, review and analyze budget requests. This information is then used to inform budget decisions and develop multi-year forecasts for revenues, expenditures and cash requirements.

Pre-Budget Consultations

Our province continues to face a very serious financial situation. We must continue to work together to find ways to create efficiencies and improve service delivery. To this end, each year the Minister of Finance oversees a pre-budget consultation process, which is designed to provide key stakeholders, individuals and interest groups an opportunity to identify budget priorities for consideration during the upcoming provincial budget.

This year, the pre-budget consultations will focus on The Way Forward: “A Vision for Sustainability and Growth in Newfoundland and Labrador”, which sets ambitious long term goals to improve our province while facing fiscal realities, and provides tangible actions to achieve those goals.

This year’s pre-budget consultations will be guided by the four focused areas of The Way Forward. Stakeholders and members of the public will be asked for their feedback in outlining priorities under these areas:

  • A more efficient public service
  • A stronger economic foundation
  • Better services
  • Better outcomes

Stakeholders and members of the public who would like to participate in a pre-budget consultation are requested to register at least 48 hours in advance of the scheduled meeting time.
