Provincial Apprenticeship and Certification Board (PACB)

About the Board

The Provincial Apprenticeship and Certification Board (PACB) was established  to assist government in developing policies based upon the criteria set out in the Apprenticeship and Certification Act. The PACB works closely with industry, training institutions, unions and government to help promote and develop the apprenticeship system throughout Newfoundland and Labrador.

Mandate of the PACB:

  • sets policies to ensure that the Apprenticeship and Certification Act is implemented;
  • accredits institutions to deliver apprenticeship programs;
  • designates occupations for apprenticeship training and/or certification;
  • establishes provincial trade advisory committees for each designated occupation;
  • establishes examination committees to conduct practical examinations for apprentices/trade qualifiers;
  • approves plans of training; and
  • provides advice to government on labour market matters related to training and certification.

PACB Policy Manual

Membership of the PACB consists of:

  • a chairperson;
  • 2 or more employer representatives;
  • 2 or more employee representatives;
  • 2 or more additional representatives not included in the employer/employee groups;
  • one alternate representative for each group; and
  • departmental representative.

Appointments are for a three-year term, and only one person from each representative group shall retire in each year. Persons do not serve more than two consecutive terms.
