To fulfill its obligations under the Apprenticeship and Certification Act, the Provincial Apprenticeship Certification Board (PACB) seeks advice from groups associated with each trade who have thorough knowledge of the trade. These groups are known as provincial trade advisory committees. The role of these committees is to provide advice to the PACB regarding the level of skill and knowledge needed to practice the designated trade, and the ongoing concerns pertaining to the designated trade.

Membership

PTAC members are comprised of Red Seal certified industry employers, employees, and skilled trade instructors. Committee membership includes:

• two employer representatives who are certified journeypersons in the trade;
• two employee representatives who are certified journeypersons in the trade;
• a representative from both the public and private training institutions who are currently involved in the program delivery of the trade;
• industry/institutional/government resource people as needed (non-voting members); and
• a representative from the Standards and Curriculum unit of the ATCD.

Terms of Reference

Each PTAC shall keep the particular trade under review to ensure industrial relevancy and report to the PACB on the following matters:

• development and review of curriculum and other supporting documents necessary for the designated trade such as the plan of training, logbook, tool and equipment list, record of work experiences for trade qualifiers and transfer matrix;
• requirements for completion of the designated trade;
• development and validation of level and provincial examinations;
• review and validation of Red Seal Occupational Standards (RSOS);
• review and validation of interprovincial examinations;
• review and validation of Atlantic harmonization and national harmonization products; and
• other issues pertaining to designated trades as requested by the PACB.
