Strategic Human Resources Management

The Social Sector Strategic Human Resource Management Division (SHRM) is one of six HR Divisions within the Government of Newfoundland and Labrador.

The division provides a full suite of HR supports and services to departments and agencies of the Social Sector:

  • Service NL
  • Health and Community Services
  • Advanced Education and Skills
  • Education
  • Municipal Affairs
  • Fire and Emergency Services NL
  • Government Purchasing Agency
  • Workplace Health, Safety and Compensation Review Board

The SHRM Division supports departments in meeting their organizational goals and objectives by providing strategic advice in five different functional areas:

  • Employee Relations
  • Organizational Development
  • Integrated Disability Management
  • Human Resource Planning
  • HR Consulting

The division collaborates with individuals, managers, and the executive branch of the departments and agencies to address the HR concerns and needs of the various entities. This may involve developing HR strategies, interpreting collective agreements, supporting positive relationships between employees and managers, providing training and development opportunities for employees, helping an individual get back to work after an illness or injury, analyzing and reporting on HR statistics within the department, liaising between departments and the central agencies involved in HR, or a number of other activities.

The HR consultants are the primary contact for managers within the Social Sector. However, for specialized advice, please contact the manager of the appropriate functional area.
